Having entered Parliament in 1991, he served as a Minister of Estate Housing and Estate Infrastructure Development in 2004. He has also held the position of Deputy Minister in the Ministry of Agriculture (from 2002 to 2004), Ministry of Nation Building and Estate Infrastructure Development (2006 to 2010) and presently serves as the Deputy Minister of Economic Development. Over the years Deputy Minister Muthu Sivalingam has travelled to various countries attending and participating in seminars, including the Trade Union and Parliamentary Seminar and International Labour Organisation’s Seminars on behalf of the Ceylon Workers Congress. He was also nominated as the first Chairman of the Nuwara Eliya Pradeshiya Sabha in 1988.

Hailing from Nuwara Eliya, he had his primary education at Ragala Tamil Maha Vidyala, and later attended Holy Trinity College. Deputy Minister Muthu Sivalingam holds a Degree in Bachelor of Arts.
